For plowing, those pins should be in the "float" position to allow the plow to seek its own level. The side stabilizer pin should also be removed/in the "float" position to allow the hitch to move side to side.
The handle on the side is the "draft control." It should be in whatever position gives you the desired result. Try different positions and see if it makes a difference. That's really all you can do.
Now you might be plowing as deep as the ground allows. If it's real hard and dry the plow won't go in.
You did say any and all suggestions would be appreciated, so likely you know this is coming: There have been entire books written on this subject. It may be a wise decision and money well spent to get yourself a reproduction manual for your tractor and plow. They go over things like where to put the pins on the hitch, how to set the draft control, adjustments you can make to the plow, etc..
