Could be the blade-lifting drive for a road grader. The round gear could mesh with the sector, but it could be shaft driven by a smaller worm gear and worm. The sector doesn't look like a worm gear to me. But I suppose it would sort of work if the worm was set at an angle to the sector. That's how the gear hob is set to cut the spur gear teeth. Worm gears are usually made of copper alloy to reduce friction wear. A worm gear and worm can be made to mesh at various skew angles. The gear cutter is basically a copy of the worm made with tool steel to give it strength and cutting life. It has notches to form cutting edges.
