I have stopped to look at a few of these "yard arts" over the years. Originally, they may have had a tin can over the exhaust pipe, but in a couple of months, the can either blows off or rusts through. Then, the muffler is a conduit for the rain to get right into the engine after the first winter, broken block or broken head. An ideal cover is about an 8" pvc plastic pipe with an end cap glued on. That won't rust through.
