Do you have any quick disconnects in the plumbing to the angle cylinders? If you do, I will suggest you look for issues in the couplers to rule that possibility out. I have seen problems with those on pickups with plows. Some new ones will snap together with old ones, but not match just right internally. others wear enough in the locking balls and ring that they don't open when coupled, same issues as found with tractor remote couplers. I replace them as a pair.

Using two opposing single action cylinders to angle a snowplow is a very common set up. One plumbs to each port of the valve, and they interact like one double acting cylinder. Lift is generally one single acting cylinder.
