Yeah, everything points to it being a w-s washer. I might have been thrown by documentation talking about PTO's with their own oil SUPPLY and then seeing this cut hose attached to a banjo fitting. I did something similar on my snow-blower's gearbox where I put a transparent standpipe outside of it filled to the top with oil. This allows me to see any level-drop as I keep it full all the time. Otherwise I'd have to open a plug every day just to check the level.
