There were lots of subsidies in the 80's. Dairy farmers had a full support price, and gov't bought all kinds of cheese and butter. There was a dairy herd buyout in the mid 80's to reduce the number of cows to reduce the milk supply. You had to ship your cows to the stockyard, and pledge to not repopulate for a set amount of time.
PIK, all kinds of loan programs, manditory set aside acreage, disaster payments about every other year were other subsidies to prop up crop prices. CRP came out in the 80's too, designed to reduce acreage but sold as a conservation program.
