Just my opinion but I think the mfg's required minimums are high. They don't want to sell you an implement that will overwhelm your tractor and not get as much work done as they promised. They'd have a dissatisfied customer. You can probably go 30% less than recommended and get by. I pulled my JD 1207, 45 hp recommended, with a 3 cyl. 2000 and non-live PTO in third gear. It's probably around 28 hp.
