Possibly, but I'm leaning towards a failed idea for a dredge.
The lift raises only the engine and cab; not the tracks or boom arm. Seems the purpose for the lift is to keep the engine and cab above water. However, it would seem this machine is in fairly shallow water for there to be no sign of the undercarriage, so I probably tend to lean more towards photo shop. However, here is a similar excavator with scissor lift to raise the cab and engine. However, notice on the pic below how there is still the Hitachi name and other writing on the excavator, but there is not in the daily pic.
