Yes it turns freely. I'm not sure what the resistor rating is. I am assuming the ballast resistor would drop the voltage from ~14v to ~10v but it's about the same in and out. I'm buying parts off Amazon, which may be my problem. How can I test the the coil to see if it is shorted internally? I'll check the resistance of the resistor tomorrow to verify 1.5 ohms.
