The ''...device sticking out of the LH Rear.'' is the top bow bracket. There is another on the other side too.
When the top was folded down, the supporting metal top bows swung rearward and dropped into this saddle-like bracket. Once inside it, they were strapped down to keep the top from rattling, bouncing around (not many smooth roads back then!) and maybe chafing holes in the top material. On the blue car, they have been removed because it now has that one-piece accessory hardtop fitted to it and they were no longer needed.
