Hello TS welcome to YT! I am far from a David Brown expert in fact I know next to nothing about them. Did you take the head to a machine shop to get it worked on? Sometimes they take out or knock out all plugs in the head. I do not know how many shops still use hot tanks most have high temp bake ovens they use to degrease and clean the parts. In the hot tank days the caustic solution would eat on areas that had rust or other corrosion. Then when the engine was put back in the expansion plug might start leaking. So a practice of removing them to make certain they were replaced was started and it also allows for a more thorough cleaning after the tank or oven process. Maybe you need to acquire a 1/2 inch expansion plug from an auto parts store to drive in there. The CNHI online parts diagram does not show any plugs in that area, see attached. Hopefully a DB expert will drop by and shed some real knowledge on this. Also for future reference this site has a Case and David Brown specific topic section, I will also place a link for that.
