Hello user welcome to YT. Sorry not real familiar with that model. Does it have a manual fuel pump or ..fuel transfer pump.. as Deere calls it? See link. That should produce pulses of at least a couple tablespoons of fuel for each two turns of the engine. If you are not getting this then you will have to figure out why. That could be the pump is bad or something is blocking the fuel getting to it. I am not sure if the filter is before or after the pump, they are usually after. I see in Catguys reply he mentioned you need to find the source of the silt or fines and get it cleaned out. It would be nice to know if this was a running tractor you were using or a machine you are trying to revive?
