I dont know what the laws are there but here the county owns so many feet from the center of the road as their right of way. This means they can do what they want with it and any obstructions such as one of the previous posters putting up reflectors 1 ft from the road means he is infringing on said right of way more than likely. Looking at your pics perhaps its your private dr but if it isnt then you are upset over property you dont even own.
