Unless you just happen onto a real good deal, PS is really nice to have. A mower tends to take some weight off the front wheels, so if all it will ever do is mow, then you could possibly get by without it.
But the 2 stage clutch is a safety issue, without that, you will need an over riding PTO clutch, which is something else to buy and maintain.
Not real crazy about aftermarket PS on a working tractor. The best add on steering is taking a factory one from a donor tractor, and that can be a lot of work and expense.
