My cousin had one of approx. that size and a little newer, that developed a similar problem when I was running it. We removed an access cover on the bottom and saw that there was an arm attached to the clutch cross shaft that was held to the shaft by a sort of set screw. The bottom end of the cable attached to the arm and pulled the arm, rotating the shaft to push the release bearing. The screw was not holding so the clutch would partially release and then the clutch springs would pull the arm and cable back.
