Pump MIGHT have worn shoes/rollers and cam ring, but check the simple things first. Fuel starvation will cause the same trouble. How does fuel flow AT the filter base? Then check it at injection pump INLET. Also if NAPA/WIX filters are used MAKE SURE there is no extra O ring in the filter top OUTER groove. Thats the inlet passage and must not be blocked.
