From your description, it sounds like it's one of the steel lines between the steering valve and the steering ''motor'' which is located ahead of the hydraulic pump.
While probably not considered a ''proper'' repair on high pressure hydraulic lines there are MANY MANY tractors in daily use that have had similar lines brazed with no issues.
On the other hand, if it's just a section of the line that's damaged a hydraulic hose place can make you up an appropriate length of hose with a special (hydraulic-rated) compression fitting at each end that will ''bite'' into the steel line, allowing just a short length of the steel line to be cut out and replaced with the hose, a LOT easier that replacing the complete line.
