That will last until the tax incentives run out. Then they'll pack everything up and move to the next place that offers them a sweetheart no-tax deal.
I've lived 16 years in a fairly "suburban/urban" county in NY state. There is NO PLACE to get rid of used tires. You can't even pay to get rid of them. I have 16 old tires in the bushes in my backyard that I can't get rid of.
My usual "scam" is to buy new tires for my truck while there's still some life left in the old tires. I take four junk tires to the tire shop, tell them to take those in for disposal, and "bag" the four tires they took off my truck. Then I put the four "decent used" tires on Craigslist for $10 each and make it someone else's problem.
NY state charges $5 per tire "disposal" fee when you buy new tires. You should be able to drop off old tires anywhere tires are sold, like used oil.
The tire shops have the same problem as we do though. NOBODY will take the old tires.
