Over many years (used tractor dealer & farmer) I have seen them in the 2.5 to near 4 ohm range, while a typical value would be around 3 ohms LV Primary resistance on a true 12 volt coil.
NOTE A Coil labeled 12 Volts for use with external ballast is in reality more like a 6 volt coil and indeed needs the series external voltage dropping (12 down to 6) ballast resistor or it will overheat. A coil labeled 12 volts NOT for use with ballast or no ballast required is like it says, a 12 volt with no ballast used.
NOTE to measure low resistance accurately takes a quality ohm meter
