It will take another $1500 are more to tool it up for a garden tractor and that's if you are lucky to find good cultivators. I have always herd the PTO on them is to slow for a belly mower fact are fiction I dunno.
I do know around hear at auctions they strip them and always sale without the cultivators because the cultivators will fetch as much as the tractor.
I have all the stuff to hang on another to make it a cultivating tractor I just don't have a cheap one to hang it on : ( I have two now set up the way I want them so waiting for one close for cheap.
All the BTO around here have a dozen of'em sitting under sheds they will not sale them they know if times get hard they will get'er done.
