If pulling clubs insisted that the hitch point be outside of the rear tire circle this wouldn't happen. The tire contact with the ground is the fulcrum and the hitch point can't go forward of that without pulling the nose DOWN. A hitch point of about 20 inches or lower and a chain at least 6 ft. would help too. A long chain will pull more straight back than down on the back of the tractor. And if it is the SAME for all pullers it is still equal for everybody, they just won't pull as much. But guys want to pull a lot so they shorten up the hitch point and chain and this sort of thing can happen.
