Not exactly sure what you have going on never worked on one of those, but often seals can be popped out by prying them out with a larger screwdriver. If they are down in a recess carefully drilling a small hole and screwing a metal screw in is another method. Then pull it out with a claw hammer or crow bar. If the rod is still in the end cap and that is your issue either the piston that goes in the cylinder will unscrew or has a nut to remove or the outer end that connects to the steering linkage will screw off.
