I've never been able to get solder to adhere to a gas tank but I have tried. I had better luck with an electric weld. The first thing I did was drain the gas and let it sit for a couple days with an air hose in it with about 1-2 psi pressure. This dried out the fumes and then I put a lit rag on a long stick and put it up to the opening of the tank to be sure before I started welding. Occasionally it will make a little woof sound when the gas fumes ignite but didn't hurt anything.
