In Texas, there is a safety inspection on all vehicles and trailers over a certain size, and in the emission controlled counties gas powered cars and trucks go by the check engine light. If it's on, no pass regardless of the reason. There is also a visual inspection and a gas cap test. I think it goes back 25 years.
All done through the internet connection to the state, the vin is scanned, hard to beat. Once it passes then you can buy the registration.
But there are ways around it, I see old beaters running around with a current sticker that could never pass either safety or emissions!
