Those case have power assist steering, nit true power steering. They will not steer when stopped with any extra weight on the front like a loader. It should turn pretty good while moving, but if your trying to steer while sitting it wont work.
The belts squealing tells me the pump and system are working properly. Make sure you have good quality belts and that they are tight. The pulleys on the water pump could be getting worn out, that does happen. You can try to find some better than yours at a salvage yard.
You can also check the bearings in the spindles. There are needle bearings in the knees and thrust bearings on the bottom. If those are bad it will make things worse.
