Really need to use a simple $5 test light before taking anything apart. Guessing can often multiply problems and always wastes time and money! If this is a 6v system, a 12v test light will work, just be dim.
With a test light, connect the clip to a bare metal ground on the starter case. with the probe end, touch the cable stud, the stud itself, then try the starter.
If the light comes on, the starter is bad. If no light, power is not making it to the starter. Keep checking back to the contactor, battery cables, loose connections, corroded connections, find out where you are losing power. Always check under load, as in while holding the starter switch closed.
Just be careful! It could start cranking anytime during the test! Be sure it's in neutral!!!
If you do go into the starter, chances are the brush leads are soldered in. Some are held with screws and are an easy fix, but the soldered ones are best left to the pros at the starter shop.
