Yes you can work on it on a bench. There is one thing about that, in that it may turn over fine on the bench but not have enough oomph to turn the tractor motor over. That's usually caused by bad windings. You say you jumped it straight to the starter motor from the battery and it turned over? That would indicate starter switch. If it didn't then yeah your going to have to tear into it. But don't worry they're pretty straightforward. Heck it could be something as simple as just needing to clean the contacts on the armature.
