The top plug is used in two situations:
1. When doing an oil change. Open the top plug and put oil in until it weeps out of the top plug, then it's full.
2. When checking the oil level and nothing comes out of the bottom plug you close the bottom plug and open the top plug. Then add oil, a quart or more, until oil weeps out of the top plug.
