Loosen the three bolts on both sides of the wheel, tighten the two push bolts, use a 1/2 breaker bar so not to overdue it and break something, on both wheels and take it for a drive around the place. This is if nothing moves right away and you might luck out. Just keep the tools handy and do chores, blade the driveway, etc. If the push bolts are able to come out, lube them with neversieze/grease and put them back in. Just don't get in a hurry, can also get a length of pipe and a heavy plate to place over the axle and knock the wedges loose, can also cut half of the pipe off to just hit and the wedge with the pusher bolts. Weld plate to pipe. Once the wedges are loose and if the pinion to move the wheel is stuck, you can remove the back wedge and slide wheel on axle to new spot, just make sure the grooves for the pinion are clean.
