Not sure I quite understand you dilemma, but you might try raising the implement then start to lower it, as it's coming down pull back slowly on the control lever until it stops going down. There should be a position where the downward motion is arrested. It should hold that height until you move the lever again or until the internal cylinder leaks out of fluid. If you can find the sweet spot and it's holding for only a few minutes or so, then you could have an issue with your internal hydraulics. I have a Fergusen TO-30 and it only has draft control -not position control. As I understand it only the very late model N series had both (don't quote me on that though). Draft control only limits downward motion. Or at least that's how I understand it. So if you want to raise the implement you have raise it then stop it in the downward travel.
