In Texas the game wardens routinely can and do stop any boat and do a safety equipment check, no reason needed.
If there is any suspicion of the driver drinking, they have to go to shore and do the field sobriety test, followed with a blood sample, a huge fine, and jail!
They also 'can' (and probably will) invoke zero tolerance on any trace of drugs found in the boat, which means the boat and contents are confiscated!
