You may be thinking about a resistor. You have one unless you installed an electronic ignition in your tractor. It is the thing in the distributor with the wire coming out that connects to the points terminal. It is about a 5/8 in. diameter and an inch and a quarter long. Did the fuel flow out of the carb well as checked by Steves suggestion? In case you do not know there is a fine screen that can plug in the fitting that screws in the carb where the fuel line attaches.
