USUALLY that symptom, on a 3 cyl diesel 2000 would mean a slug of water in the fuel tank that moves when you go up hill or a slug of moss/algie crud in the tank. But you say its a new tank.... And you say it starts fine, runs fine and pulls okay on level ground... or at least you did NOT say otherwise. If 4 cyl 2000 then there is the linkage that cuts off fuel that could move, but I guess the cutoff linkage on a 3 cyl could move back as well if the cut off cable were loose, bad, or mis-adjusted.
THen on the 3 cyl , there is the gov/cage/weights that could have come loose inside the pump causing this, but the tractor would have a lot of other symptoms on level ground as well that you dont describe.
