Looks like a Cole peanut planter as a guess. Might also be used to plant corn and peas at the same time. That is an old practice during animal agriculture about 1900 to 1940's. Cole used a color similar to gloss Merlot and a green on the ground engaging metal in the Rust-oleum brand or rattle cans. This color may have been discontinued. Cole has been very little help to me on some mule drawn cotton and corn planters, but they are still in business.
