if the chains are double ring style, 11 cross rings would be best, 9 rings would work. 13 would also work, but now you are probably talking a lot more money. As to length, 13.6x28 tractor tires would usually be the smallest out there, and anything bigger (30, 38) would just mean shortening the side chains to an appropriate length. What I'm saying is to be more concerned with the width in rings, than the length which is probably going to be long enough anyway.
