A small East Texas town had established a for profit police department.
They were somewhere along I20, stopping east bound cars for whatever reason they could find.
Seems there are casinos in Louisiana, people drive across the state to go there, and are often carrying cash.
They were being stopped, questioned about carrying cash, accused of having drug money, asked to verify where the money came from. If no suitable answer, the car was seized, money seized, fines were collected, then the people were sent on their way, told if they make any stink about it they would be charged with other felonies, go to prison, their kids taken, their lives ruined...
This went on for a while, long enough it finally drew too much attention from those who chose to hire a lawyer and fight back.
What finally got them shut down was the fact that 100% of the 'offenders' were black!
