I can't remember what piece of equipment now that I had trouble with it acting like you described but I ran a 12 Guage wire from the ground source on the machine to the ground stud that is on the back of the alternator. That fixed it. I did the JD 420 that I just converted like this. It starts charging at idle. The only thing I could figure was the cold weather made the steel shrink enough to cause a poor ground.
