You're reading that 27PSI off the tire sidewall aren't you. Read closer, that is the MAX PSI, possibly for seating beads.
It's a little different for bias and radials but you set the pressure based on how heavy the tractor is. Without having facilities to weigh the tractor you can go by the footprint it makes on hard ground. The procedures are online somewhere.
