Regarding the air filter, if it is clear enough for it to run without choking the engine, I would just try filling it with oil and trying it for awhile. As B-Y says, they have a tendency to clean themselves when at rest, as the oil drips out of the media it carries the dirt with it. The reason it is like that to begin with, is going for years without servicing; all the oil has left the cup through the form of vapor, leaving the system dry. With no oil dripping from the media, the dirt just stays there. If your filter is too far gone, drill out the spot welds and remove the bottom retainer. Unless the media is damaged or rusty, there is no reason to replace it. Just unwind it and lay it out flat , and run it through a shallow pan of hot water and Dawn detergent. Do not be concerned about every last spec, as the action of the air cleaner will take care of any minute pieces.To get it back in the housing, find a piece of PVC the same size or slightly larger than the center tube. Wind the media around the tube, rather tightly, and it can be easily inserted into the housing. You do not even need to re-weld the retainer, you will find it just snaps back into place and nothing more need be done with it.
