Hello Joe welcome to YT. In actuality the number on that tag is the Delco-Remy part number or unit number not a serial number. So your generator shop guy was correct in saying the numbers would be the same on multiple units. This is correct to a point, when a tractor is built certain specifications for the starter are set by the manufacturer. So in this case IH used Delco-Remy to supply their starters. So they built the starter to that spec and tag it with the part number and supply them IH to install on the tractors as they are assembled on the line. Now if IH decided something in the starter needed changed or upgraded then new specs are given to Delco and a new starter is built to that spec and provided to IH under a different part or ID number. So all that said this site offers reproduction blank tags, see link. And note if you happen to web search for these ..reproduction.. tags know the black tags were used for 6 volt systems and red are for 12 volt.
