Is the battery good and charged? Almost sounds like you're trying to start it with a booster charger.
If the battery is known good, probably the starter. Maybe a broken nose cone, really bad bushings, or bad windings.
The way the engine spins and kicks back off compression, it looks free. But do make sure the hydraulic levers are centered.
To get the starter off, just gotta do what you gotta do. Never seen one that was really inaccessible, just looked that way. May have to take some accessories out of the way, bend and make special wrenches, crow foot sockets... Cussing seems to help, but only an illusion!
