I have better luck by putting the inner tube on the rim first. Next put the tire on over the stem side of the rim.

Next work the inner tube under the tire bead and into the tire. It takes a little doing but it can be done.
A smooth boxed end 1/2 or 9/16 inch wrench helps to tuck in the tube.

With the tube inside the tire work the front bead over the rim. Air up the tire.
