I am not saying that this makes it OK for them to be in the condition that you see, but understand that things like wheels get shipped totally unprotected. They get a sticker slapped on them and a truck comes and picks them up. There is no covering, no crate, no cardboard carton, nothing to protect them. It sounds like yours may have taken more than one ride.
