Sometimes what starts in California did not really start in California.
California is the only state in the union that can make state EPA laws. All others have to wait for the feds to do it. One loop hole is if California makes a law other states can follow their lead.
So if Indiana wants to ban lawn mowers but can not get the feds to do it; all they need to do is suggest it to California. If California makes it a law then Indiana can follow their lead.
