Yes it can be done and with some judgement by the operator it can be run fine just tie the governor linkage up so it can move without flopping around or remove it. Dad had a Massey-Harris 44 I think he did what you want to do since the governor was worn out on it. Then he had it adjusted so it didn't over rev with the throttle. This was 50 plus years ago now and I was rather young so hard to remember just what was done on it then.
