May not be as bad as it seems, it is a truck and there is a load control hitch at the bottom. The contraption is there to hold the pintle ring over the ball on the lower hitch. Place where I worked used to haul the portable compressors with a pintle ring. They had two plates that bolted to the ring ( three bolts spaced inside the ring), lower plate had a ball coupler welded on the bottom. Worked ok as long as the bolts were really tight. They hauled the compressors behind a building rig which was a 1 ton box truck, no way to see the compressor. A crew got to a job no compressor. We found it with the tongue stuck in a tree south of Perry.
