Do you have something like a brush hog, rotary cutter, etc. hooked on the PTO when this happens? If you only have a single stage clutch, without independent PTO, this is common. You need an over running clutch on the tractor PTO. The inertia of the equipment drives back into the transmission, when you push the clutch to disengage the engine, so the tractor keeps moving.
