I'm surprised that has a mechanical tach. Just about everything now is electronic.
Try this, take the cable loose from the back of the tach. Feel the end of the drive cable, be sure it is smooth to the touch, no burs. Try to twist it with your fingers, you should not be able to. Start the engine, try to stop it with your fingers, you should not be able to.
If you can stop it or it 'skips' and restarts, chances are the drive gear at the engine is stripped. It could be a bad end on the cable. Just have to track down the problem, should be fairly obvious once you get into it.
It is rare for a mechanical tach to quit reading. They can seize, which will twist the cable off, an obvious and one time failure. The brass driven piece on the back where the cable goes in should turn effortlessly and smoothly, should see the needle move when spinning it by hand. If the cable checks good, and if you can get to it, or take the tach out, rig up a drill motor to spin it and see what it does.
