And they are. We have vineyard and it mostly doesn't burn or burns slowly or kinda skunks its way through.
The town of Greenville that burned in the Dixie Fire last week, has some ag SE of it, if I remember correctly, and it will likely work around that.
I was on the Glass Fire in Napa County and it largely worked around the vineyards.
The bigger problem is those forests nearby the Dixie are vertical (Steep terrain has a similar affect on a fire as does strong wind a nd is calculated very similarly.). Use your favorite topo map site and look at some of those areas. Add to that that some of the f orests have been made roadless as a result of Clinton's roadless initiative, and they are quite inaccessible.
