I have seen a kind of tractor teeter totter where you have to balance the tractor.
Another idea would be to rig up a dummy tractor that kids can sit on and pretend drive. Make sure the steering wheel rotates all the way around and it has lots of levers that move freely so they can let the imagination run wild. Of course it would be a non-functional tractor so it is safe.
